Extra paid leave is to be provided for county council staff in Wiltshire if they decide to adopt a child.
A new scheme similar to the maternity leave provision is being prepared by the authority, coinciding with National Adoption Week this week.
Under the proposed new regulations, 90 per cent of salaries would be paid for up to six weeks to those on the verge of adopting a child.
Adoption leave rules are already in force but do not take into account the requirement for prospective parents to spend time with the child prior to the adoption date.
The length of this introduction period depends on the age and circumstances of the youngster.
It was a member of staff, backed by his trade union, who challenged the council on the matter.
Peter Smith, director of corporate services, told the corporate services committee on Tuesday that the individual problem was now resolved.
But he says it highlighted the need for amendments and he recommended that the new policy should now be introduced.
Mr Smith said the changes to policy will bring adoption leave more in line with that for natural parents.
And the cost will be minimal, he adds in a report.
The new rule will give an entitlement for a six-week introduction period subject to legislation confirming that time prior to adoption.
Unpaid leave would also be granted following those six weeks.
Parents can claim 18 weeks off when a new baby is born six weeks on 90 per cent pay and 12 weeks on half pay.
Pregnant mothers can start their maternity leave up to 11 weeks before the expected date of birth.

The South West Adoption Network (SWAN) has been set up to address the need for greater post-adoption support for families and children across the region.
Swindon Council has subscribed to the scheme, which employs experienced, trained workers able to offer advice in person or over the phone.
A helpline number will be manned on Mondays, Tuesdays and Wednesdays from 10am until 12 noon and 1.30pm to 3.30pm and on Monday evening 6pm to 8pm.
