Two leading members of the government are being invited to Wiltshire next year.
Home Secretary Jack Straw and Health Secretary Alan Milburn will be asked to visit the county in March by the three emergency services.
It is hoped they will lay the foundation stone for the new joint communications centre in Devizes.
An interim report from the joint police, fire and ambulance members' monitoring group says staff are currently being encouraged to visit each others' control rooms.
Collaboration on fleet management has already started. Police mechanics are maintaining some of the Volvo ambulance vehicles, while a few of the fire service vehicles are being repaired in the ambulance workshops.
