It is noticeable that the two people who wrote about the flooding of the Front Garden live in Old Town.
I don't live in Old Town, but I can recognise water when I see it and during the period of very intensive rain, I visited the Front Garden on a daily basis and saw none.
It is also very interesting that the farmer you referred to whose farm is part of the Front Garden also reported no flooding.
When land is built on, the service trenches carrying sewers, water, gas etc, provide ideal drainage for run off water.
If the small river running through the area is enough to do this over the last few days then these trenches will be a bonus.
Simple arithmetic would tell you that for a given amount of water deposited as rain, drains + trenches + river is greater than just river.
Finally I checked the water level gauge in the river as it crosses Mill Lane again on a regular basis, it never indicated high levels of water in the river.
