The Council for the Protection of Rural England has warned that new proposals being developed by the Highways Agency could result in damaging proposals to widen existing roads or turn them into dual carriageways.
In a new guide, Route Management Strategies, published on Monday 10 December, the council says that its original proposals to make better use of the existing road network could be overshadowed by plans for road widening by stealth.
