BLANKET speed restrictions will not be imposed outside schools in the county.
Wiltshire county councillors Angie Barker and Terry Chivers had called for the introduction of a 20mph speed limit outside all schools in the county.
But a report compiled for the county council's cabinet and environmental services staff found that less than two per cent of casualties were outside schools.
Car occupants represented the highest child casualties at 47 per cent. The only child killed in a road accident in Wiltshire last year was a car passenger.
Wiltshire County councillor Mary De Rhe-Philipe said there were far better ways to emphasise road safety among children and outside schools.
"We have encouraged schools to take part in safe travel schemes and travelwise but if schools have identified a major problem then this should be investigated," she said.
Wiltshire has a joint road safety strategy developed with the help of the county's police and health authority.
Road safety activities organised at county level include child pedestrian and cycle training and campaigns on seat belts and child restraints.
Some schools may fall into 20mph zones created through funding from the Local Transport Plan settlement and attention is being given to areas around schools.
But Coun Jane Scott emphasised that not all schools would fall into the proposed speed limit zones and that other measures needed to be considered.
