councillors in Warminster are refusing to support the west Wiltshire Citizens Advice Bureau.
Officials have refused to fund the Trowbridge-based centre after learning Warminster's branch was likely to remain a part-time operation.
Cllr Ultan Ryan said: "We had a thriving CAB in Warminster but because of staffing problems it was closed in 2000.
"Since the closure, the facility has reopened two days a week but one of those days is by appointment only.
"There are a lot of issues in Warminster, particularly debt-related issues, and there is a genuine need for the service in Warminster."
While other town councils have financially supported the advice bureaux branch network in west Wiltshire, Warminster Town Council is refusing until it receives an explanation for the continuing situation.
Clerk Alan Richardson said: "If the town council could see that the Warminster Citizens Advice Bureau would open full time, the town council would make a financial contribution.
"But the council does have questions for the Citizens Advice Bureaux which it wants answered."
Cllr Ryan said: "Warminster is always treated as a poor neighbour. We have to fight for everything."
Sarah Cardy, manager of the west Wiltshire CAB, refused to comment on the situation.
