Windows was dismissed for 145 while Hardinges managed 172. Jack Russell was unbeaten on 63.
Meanwhile in the Frizzell County Championship Andy Flintoff fired Lancashire to 320 after a 106-ball 137.
Surrey replied with 106-7 at the close.
Elsewhere Robin Smith rolled back the years as he alone of the top-order batsmen made any attempt to vindicate his decision to bat first against Kent.
The former England man carved out 104 before becoming one of Martin Saggers' four victims. Shaun Udal's 88 was the only other significant contribution as Hampshire reached stumps at 303 for nine.
