MAYBE it's me being naive, but if you have a problem with kerbcrawlers 'window-shopping', as it were, then the last thing you want to do is make their life easier by dropping the speed limit to 10mph! How do they propose to tell who is kerbcrawling and who isn't? Or is that part of the plan? Make everyone appear to be kerbcrawling!
Or on the other hand, because they won't be able to differentiate between kerb-crawlers and people who are crawling (but not necessarily of the kerb variety) then the former must have been eradicated from the streets, because, hey, we can't tell anymore, which means it's another winning idea from the bright sparks at the civic offices. Another five grand wisely spent. Anyone keeping a total?
