MARK DEVLIN is calling for a complete overhaul of the transfer tribunal system which, if implemented, would see Sol Davis excluded from the Luton Town team on Saturday.
The club's chief executive believes the County Ground outfit are getting a raw deal while the Hatters are enjoying all the benefits of an 'unbalanced' process.
Davis joined Joe Kinnear's side on August 16 but a fee for the player has yet to be agreed.
Devlin is unhappy that Luton have enjoyed Davis' services 'for next to nothing' for nearly two months.
A transfer tribunal to decide the player's fee will not take place on October 9 and Devlin wants to see the whole process speeded up .
He said: "The current system is grossly unfair on the selling club.
"All the buying club has to do is lodge 50 per cent of their valuation with the Football League.
"I believe a new system should be introduced whereby a tribunal takes place within 14 days of a transfer.
"Until the deal is successfully concluded, the buying club cannot use the player."
Town want around £150,000 for Davis, with Luton offering just £50,000 for the left-back.
And should Davis actually score on Saturday, Devlin's anguish and irritation will be considerable.
He said: "I would be annoyed to say the least because we would be suffering at the hands of someone Luton are effectively enjoying on the cheap, due to the present inadequacies of the tribunal system.
"And as for the fee, we feel our valuation is right. "
It is a matter Devlin may raise during a meeting with Football League officials next week.
The chief executive has requested a meeting as he feels the League is not in complete possession of all the facts surrounding the club's emergence from administration.
Devlin said the fresh embargo triggered by the refusal to pay Neil Ruddock's loyalty bonus was a separate issue.
However, he feels the League's general approach towards the club is understandable, but unwarranted.
He said: "I can understand the Football League's caution when it comes to Swindon Town and expenditure. Our track record in recent years isn't good.
"But I just want to demonstrate to them that this club is now being prudently run, and perhaps they can relax the leash just a touch."
