Landowner Stuart Crook has launched an appeal after North Wiltshire District Council turned down a plan to build 34 new homes in Minety.
The council refused his plan to build homes, a new pre-school and car park next door to Minety Primary School.
About 100 people turned up to the planning meeting in March where the plan was thrown out. Residents said new homes meant more traffic.
Mr Crook wants to build the new homes on the school playing field. The field is owned by Wiltshire County Council and he has included improvements to school facilities as part of the proposal.
This is the third time Mr Crook has applied for permission to build on the land. In February 2000 plans were withdrawn following opposition voiced at a public meeting.
In January 2001 a second application was withdrawn following a public meeting.
Mr Crook's agent, FPD Savills of Bristol, said the appeal was launched because neither party was happy with the district council's reasons for refusal.
