The dreaded council tax bill came through most people's letter boxes today, bringing with it a 15 per cent increase.
Councillors can try to defend this increase, and they might be able to convince some.
But how do you explain such a hefty rise to people like pensioners Christopher and Mary Scott (see opposite page) who have seen their tax bill go up 80 per cent in five years?
The answer is you can't.
