Steve Dearlove, 38, and his wife Rebecca, 19, live in a terraced house in Penhill.
It is a Band B property meaning they will pay £809.88 a year from April 1.
Mr Dearlove earns around £16,000 a year as a martial arts instructor and supports his wife, who is also an instructor but just starting out and not yet earning.
He thinks council services are worth the money.
He said: "It's a cost that we have to pay out and there's no way around it.
"It's the same as with the poll tax - people didn't pay it and they got hammered.
"We may have to do without some things because we have to pay it - whether it's food or petrol, you have to compensate for other expenses.
"But I think we get good value.
"People moan about it but if the council didn't take the rubbish away on time they would soon whinge .
"The conditions people live in are fairly good in most places."
