The speed limit in various roads in Gorse Hill has been reduced to 20mph.
The limit applies to areas of Cricklade Road, the whole of Caulfield Road, 43 metres of Ferndale Road, and the whole of Avening Street and Edinburgh Street.
Gordon Earle, 53, said: "I am partially sighted, so listen for the sound of cars. Some of them fly past. I'm in favour of the 20mph limits, but whether motorists will take notice is another matter."
Leigh Joyce, 38, is unsure whether the limits are necessary. She said: "Sometimes the traffic is so bad you can barely move. But the idea is fine in principle."
Swindon Council made the order under the Road and Traffic Regulation Act and the new limits came into operation on Monday.
