IF children want something badly enough there is nothing wrong with asking them to do something towards providing it.

And the parish council should show them it is prepared to give them more than just formal backing.

It should tell them it is prepared to dig into its treasury, if they and their parents roll up their sleeves and do some fundraising as well.
