The future of the Goldiggers site in Chippenham, still hangs in the balance after members of North Wiltshire District Council's executive committee called for more information.
Members discussed the future of the former nightclub and cinema in a private session last Thursday but failed to reach a conclusion about which one of 15 original bids to go for.
The site has been earmarked for leisure, retail and residential use.
A spokesman for the district council said: "We have to select the most viable bids.
"No one has been ruled out as yet but only bids five are being considered seriously."
Last week the Gazette revealed a Marks and Spencer food store and a new cinema were possible candidates for the Timber Street site.
Coun Philip Allnatt, who did not attend the meeting, reported to members he thought three of the 15 bids submitted should be looked at seriously.
He said none of these three involved building homes.
But he claimed The Marks and Spencer and cinema bids were worthwhile because they were the sort of thing people want.
And the Station Hill Baptist Church should also be considered, he said, adding that he was bitterly disappointed the church bid was not among the chosen five.
Coun Allnatt also suggesting that Chippenham's library could be revamped as part of the redevelopment of the Goldiggers site.
