DESIGN codes included in the Vision for Trowbridge project could be used to safeguard future development of the town centre for years to come.
West Wiltshire District Council's cabinet is to discuss including the Vision's Urban Design Framework in the district's planning guidance for developers and landowners.
Philip Watkins, chairman of the Vision steering group and Wiltshire head of operations for the South West Regional Development Agency, said: "Rather than simply designating different areas of the town for broad types of development, eg housing, leisure, employment, retail etc, potential developers would have detailed guidance on the quality of construction, scale and design of any new buildings they may propose."
The cabinet will look at the detailed design recommendations at its December meeting and decide whether to accept them for public consultation. Formal adoption could take place after a six-week period of consultation next year.
Cllr Jane Scott, leader of Wiltshire County Council, said suggestions it could take £5 to £15m to kick-start the Vision project were misleading.
She said: "Any estimates at this stage can only be initial indicators and much more work will need to be done to gain an accurate picture."
