If Ian Dobbie is correct in his statement that a reduction in government grant is the cause of inflation-busting council tax rises, then the increase on this year's tax over last year should be confined to the difference in the grants received.
May we have these figures for 2002/03 and 2003/04 so that we can see for ourselves that his statement is correct.
