PLANS to keep a gypsy caravan on Orchard Paddock in Christian Malford, near Chippenham, are set to be thrown out.
Planning officers at North Wiltshire District Council concluded the application for an unspecified number of caravans on the site should be refused.
They said the site was not suitable for caravans because of the risk of flooding from the River Avon and because such a development would spoil the rural character of the area.
Gypsy Louise Ward and her three children live on the site.
Ms Ward said in her application she needs a secure base because she suffers from severe health problems, including a brain tumour and epilepsy.
Orchard Paddock has a yard and a new stable building and previous appeals for caravans on the site have been overturned by a Government planning inspector.
Christian Malford Parish Council said the site was unsuitable for a gypsy caravan because it was next to the entrance to the village, and adjacent to the old bridge over the Avon.
Officers acknowledged the refusal of planning permission would interfere with the European Convention of Human Rights, though this had to be balanced with the need to protect the environment.
The report said Ms Ward bought the site fully aware of the adverse planning history.
The plans will be considered by the district council's development control committee on Wednesday.
