A SECOND set of plans to build five houses on land behind Elms Cross Drive, Bradford on Avon, has been recommended for refusal after neighbouring residents labelled them unsafe.
Bradford Town Council planning committee recommended plans be refused for the second time in six months on Tuesday.
The application from Oakfield Farm Products Ltd outlines plans for five houses, garages and a cul de sac on land on top of a series of caves.
In the latest application the route for a new road into Elms Cross Drive had been moved but councillors said the plans had still not been thought through.
Cllr Jocelyn Feilding said: "Five houses is still too many for this application and I cannot see how houses built on top of caves or mines could be safe."
