A PLAN to turn the former St Ivel site in Wootton Bassett into an arts centre has been supported by the town council. But civic leaders say the community cannot afford to underwrite the project if it all goes wrong.
The owner of the site, Uniq, originally offered to donate office buildings at Station House to the community.
But a group of residents also want a Grade II listed building the former Beaufort Brewery converted into an arts centre with a bistro and space for craft workshops.
Councillors were asked to give their views on two options drawn up by North Wiltshire District Council after a public consultation showed a strong desire for an arts centre.
They backed the idea of turning the brewery building into an arts complex, with the caveat that the town council does not take over the building if the project is unsuccessful.
They fear the maintenance costs for the building could run into millions of pounds.
Wootton Bassett Mayor Marion Sweet said: "There has been tremendous support for an arts centre in the town and the plans do not detract from gaining Station House.
"We have the opportunity for an additional building to benefit the community.
"We should back the arts centre and liaise with interested parties."
The other option was to extend Station House to accommodate the arts facility but some councillors thought the building would not be suitable.
Coun Peter Roberts (Con) was concerned that the final decision would be made by North Wiltshire District Council members.
He said: "Ten people who don't know the town will decide the future of that site. The way things get railroaded through district is unbelievable."
The matter will next be discussed at the district council's public spaces and local plans panel on Wednesday, March 24.
