Since 1974 Marlborough Town Council's legal duties have been very limited.
I think it is true to say that their basic duties are to manage the properties and land that they own, to call an annual meeting of local electors and respond to their concerns, and to provide allotments.
Kennet District Council consults the town about planning and some other matters but Kennet makes the final decision. Wiltshire County Council consults about highways.
If the town council made a list of what Marlborough needs as Nick Maurice suggested in his letter last week, it might be necessary to work in co-operation with the other
councils and the Area Development Trust to access some of the grants available from the Government and Europe for small market towns like ours.
It is a slow and clumsy way of getting what we want but co-operation seems to be the name of the game.
