New road safety measures on a Chippenham estate have been ruled this year by Wiltshire County Council.
Residents in Pewsham had asked the county council to calm traffic in Webbington Road and to end its use as a bus route.
But Coun Philip Allnatt was told by the county council's regulatory committee that funds were not available at present for the road where no accidents have been reported since September 2000.
The chairman of the regulatory committee Coun Mark Connolly, said the request for funds will be considered.
But he added: "Realistically, traffic calming is only likely to be pursued where it can be expected to reduce traffic accidents or to reduce local traffic."
Residents are concerned about the speed of traffic on the brow of a hill where Webbington Road joins the new estate on the Englands site.
They are also worried that the road runs along a winding route with driveways accessing the road directly.
The county council is allocated funding by the Government, via its Local Transport Plan settlement, for schemes to reduce traffic accidents and encourage walking, cycling and the use of public transport.
This funding is also used to provide a limited number of other transport improvements such as traffic calming and traffic management.
