TROWBRIDGE businessman Thomas Rothschild could be the first developer to fall victim to the Vision for Trowbridge framework.
Mr Rothschild has submitted a second set of plans for a tourist information centre and exhibition hall on the site of public toilets on Wicker Hill.
Permission has already been granted to demolish the toilets and following planning officers' initial advice Mr Rothschild scaled down plans for the new building and included public toilets.
But planning officers recommended refusal because the scheme would contrast with the Vision for Trowbridge supplementary planning guidance, which says future development in the town should give an attractive pattern of streets and squares with a balance of buildings, pedestrian routes and open spaces. Officers also said the design and location clashes with the conservation area and listed buildings nearby.
Mr Rothschild, said last year he wanted the new building to be a Peace Hall and a 'monument for the new millennium'.
West Wiltshire District Council's planning committee will debate the plans on Thursday.
