The site of RAF Lyneham must not be mothballed by the Ministry of Defence, according to North Wiltshire MP James Gray.
Mr Gray has issued a blueprint outlining the vision of the RAF Lyneham site drawn up by the Lyneham Task Force, which is made up of local groups.
The paper says the task force will continue to work with the RAF to prevent the base's closure but, if the RAF does move out in 2012 as planned, then the re-development should benefit local people.
The aim is to create a mixed-use development that fits in with the rest of Lyneham.
The paper does not rule out using the base as a general aviation airport .
