The four most pressing issues facing Wiltshire have been set out in a new document.
The Big Four are health, training, reducing rubbish and making towns and villages more pleasant places in which to live.
Coun Jane Scott is Leader of Wiltshire County Council and chair of the Wiltshire Strategic Board which drew up the plan.
She said: "For the first time we have one document that sets out the issues and what we can do to help."
The strategy, called Creating A County Fit For Our Children, was put together by the strategic board which includes local authorities and public bodies across Wiltshire.
But Coun Trevor Carbin, leader of the Liberal Democrats was scathing about the strategy.
"For two years they have talked and gone to expensive meetings. And now we have our four big issues, not to mention a collection of little ones," he said
He said the aims identified were laudable but questioned the actions to be taken. "Why, if health is so important, are we closing doctors' surgeries?" he said. He added that the Liberal Democrats would be looking for more democratic input into the development of the strategies.
