Past acts include Liberty XTHE organisers of this year's Wiltshire Festival have signed on the dotted line to allow the huge event to take place.
In a ceremony at Lydiard Park, Neil Cooper, the director of Green Arena Events the organiser of the event and Swindon Council leader Mike Bawden agreed the terms of the event.
The council, which owns the land at Lydiard, will also provide other services to support the event when it takes place on Friday, August 27, and Saturday, August 28.
Mr Cooper said: "Swindon Council has been hugely supportive to the festival in both providing the land and the various other services for the event.
"We have already had a fantastic response, and have sold more than 1,000 tickets, with interest from as far afield as Birmingham who want to come and see Blue live on stage.
"We are on target for a total sell-out."
Last year, the organisers of the event pulled out and no festival took place.
The return of the festival was announced in early April with the Party in the Park on the Saturday. This stars chart-topping boy-band Blue, R and B singer Jamelia and The Commitments.
The Friday event has been named the Classical Picnic and Proms and features the English National Symphony Orchestra conducted by Jae Alexander. Soprano Sarah Ryan will be performing.
Tickets are on sale now with an early bird offer of £24 for adults and £14 for under-10s at the Party in the Park.
Tickets for Classical Picnic and Proms event are priced £17.50 for adults and £6 for under-10s.
The early bird offer ends on May 31.
