An average household from early spring until late autumn will average 35-40 bags.

Every bag used saves a landfill tax and provides a saleable commodity at the end of the line, so why the exorbitant charge?
Bags at supermarket prices might get some users, this council tax will encourage green fly tipping.
What of the future a charge for each recycling bin?
The population of Highworth is bubbling with indignation surely not good pre-election timing?
