Highworth skateboarders are hoping to get a £40,000 stunt area.
The Highworth Sk8ers want to build the facility next to the youth shelter on the Rec.
But there are several hurdles to cross before the park becomes a reality.
The first is to win town council backing. That would open the way for funding for the safety surface and equipment.
After that, campaigners need to gain the backing of Swindon Council which owns the land and gain planning approval.
But campaigners are confident that, after years of false starts, the latest initiative will give the town its park.
The group has a new man at the helm 27-year-old skate enthusiast Ed Pope, of Swindon
He said: "I was obsessed by skating when I was younger.
"I grew up in Ramsbury, which didn't have a skate area, and know the frustration youngsters in Highworth must feel."
A report about the plans has been presented to the town council and will be considered in more detail by the leisure committee which meets at 7.30pm on Tuesday, July 6.
