THOUSANDS of households promised new wheelie bins are being hit with a £25 bill.
Over the past 10 months bins have been delivered to 53,000 homes throughout north Wiltshire to replace black bag collection.
An advice package sent to homes across the region promised a free second bin for families bigger than five.
Now North Wiltshire District Council has apologised after introducing an extra charge for second bins.
Portfolio holder Sylvia Doubell said: "We have made massive strides and this is not the end this is just the start.
"The original leaflets said any families with more than five people would get an extra bin. But unfortunately they must pay £24.99.
"I apologise for the misleading leaflet and we are prepared to take the blame."
Cllr Doubell said the scheme has encountered problems serving families living in flats and apartments but moves are under way to find a solution.
Over 35,000 homeowners in the region now have recycling bins.
