THE Government has spent vast sums of money on a Preparing For Emergencies handbook and has assured us this is not just a reaction to terrorism.
The specific emergencies mentioned are fire prevention and safety, bombs, and chemical, biological or radiological incidents. As I read my leaflet Boscastle flooded, a common winter occurrence in recent years, yet there is no reference to flooding in the 21 pages of information.
