PLANS to give the Government and police sweeping anti-terrorist powers could undermine democracy, Swindon peer Lord Stoddart has warned.
Speaking in the House of Lords, he cautioned against writing a blank cheque for law-makers.
He insisted he was "worried" about clauses in the new Civil Contingencies Bill which includes sweeping emergency powers.
