PEOPLE passing by the war memorial gates in Malmesbury needs to wear Wellington boots or be prepared to go for a paddle.
Broken paving stones by the gates at the bottom of the High Street allow water to collect and after heavy rain a huge puddle forms.
Derek Tilney, chairman of Malmesbury Royal British Legion, has criticised the town, district and county councils for not taking action to replace the paving stones.
But Wiltshire County Council and North Wiltshire District Council have refused to accept responsibility for dealing with the problem.
Mr Tilney said: "The thing is if the puddle is inside the gate it is the responsibility of the town council. But if it is outside, then the county council have to deal with it. The trouble is they all try to get rid of the responsibility."
A spokesman for Malmesbury Town Council said it is currently getting estimates from building firms to see how much it would cost to replace the paving stones.
