The UK will not meet its target of cutting carbon dioxide emissions by 20 per cent by 2010.
Environment Secretary Margaret Beckett, right, said CO2 emissions rose by 1.5 per cent between 2002 and 2003.
She told the Commons this was still below emission levels for 2001,
But she said: "This is not good enough."
A climate change programme review, charting the Government's progress and setting out new plans to meet its targets, is due to be published later this year.
