LOCAL councils in England raised about 50 per cent more in parking charges in 2002-3 compared with five years previously, the Commons has been told.

But Swindon parking services manager Tony Foss said the profits from Swindon car parks had not risen. Junior Transport Minister Charlotte Atkins said yesterday about £638m was raised in 1997 compared to £966m in the latest year available.

But Mr Foss pointed out that the aim of the council in Swindon has been to encourage people to use other transport such as the park and ride in Wroughton and The Copse, north Swindon. It has been suggested that guidance could be given to authorities to ensure those just over the limit were given a lesser penalty than people who had over-stayed by a long time.

But Ms Atkins said: "Local authorities are best placed to determine the type of parking facilities in their areas and they should ensure that parking is part of an integrated transport strategy." Swindon's park and ride allows you to leave your car or bicycle free in a secure, supervised car park and travel on a frequent service bus into Swindon or Old Town.

The adult fare is £2 and children under 16 accompanied by an adult can ride for free.
