Has she spent any time visiting any ward? Seeing a patient with tears in their eyes because no one responds to their buzzer when they want a bed pan, and when they get one they have to sit on it for ages before any one responds to their buzzer to get it removed.
Call this hygiene?
Yes, I have witnessed this for myself, and will continue to monitor the situation, and report any event that falls short of patient care to the media.
