A PLANNED revamp of part of Westbury town centre would lead to a loss of neighbours' privacy, the town council ruled on Monday night.
Antiques dealer Ray Coggins wants to alter 1 and 3 Fore Street to form three shops, each with a flat above. He also plans to convert 7 Fore Street into two cottages, which would create four new homes.
Neighbour Colin Dunscombe told the council he accepted the area needed redevelopment, but took "serious objection" to the plans.
He said: "All the windows on these elevations overlook my property and rob me of any privacy I've come to enjoy. The developer is effectively planning to demolish large sections of my garden wall."
Councillors argued the plan would have a detrimental affect on the conservation area and that increased access on to the A350 could pose problems.
Mayor Horace Prickett said: "I think there is an element of over-development."
Members unanimously objected to the application, which will now be decided by West Wiltshire District Council's planning committee.
