KEITH Ratcliffe argues (EA April 12) that heroin addicts should be sent to Afghanistan because that is where the drug is grown.

I am beginning to believe that some correspondents are more interested in thinking up bizarre and perverted punishments for drug users than they are in solving the problem.

There is no better example of the utter failure of the so-called war on drugs than how Afghanistan, under American and British control, has returned to being the world's number one narcotics producer. I would also point out that the world's largest producer of cocaine is Columbia, also a country firmly under the control of the USA.
