Fears about road safety and traffic congestion have blighted plans for a new nursery school a Hazeland House in Kington St Michael.
Members of North Wiltshire District Council agreed on Wednesday last week to refuse planning permission for the change of use of a single-storey extension to a nursery school.
A previous application for the change of use was refused in November last year. Kington St Michael Parish Council objected to the new application because it felt the access is unacceptable, and because there is sufficient nursery provision in the village.
Villagers sent in 13 letters of objection, highlighting the risk of a traffic accident because of poor visibility at the access though the county highways department raised no objections.
They were also concerned about commercial development in a residential area, lack of parking and the effect of the 14-place nursery on the Grade II listed building.
Coun Jane Scott said: "Local people in Kington St Michael are not nimbys but they are worried about the safety of the site."
