Wiltshire Council is set to reuse a vacant building in Trowbridge which used to house a care home closed shortly after the Care Quality Commission (CQC) found evidence of physical abuse of the residents.
Bows Care Home on Frome Road was placed in special measures in 2023 and closed later that year after care providers Active Care Group deemed it “financially unviable”.
In July 2024, Wiltshire Council purchased the building and has now been granted permission to use it for people with additional needs, allowing them to live together and receive care.

Under previous ownership, the CQC found incidents of “unexplained bruising” and rated the facility as “inadequate” after concluding it failed to “safeguard people from the risk of abuse and improper treatment which placed them at risk of further harm”.
With the building now under council ownership, it will provide a space for six individuals.
Although the home will be renovated, there are no internal or external changes proposed to the building, which will have six bedrooms with associated living spaces.
