Chippenham free parking plans could be put to residents

In September, a proposal for subsidised free parking in Chippenham’s Wiltshire Council owned car parks was drawn up by town councillors Nic Puntis and Robert Giles.

This controversial motion, which would be funded by an increase in council tax for all residents, is set to be debated at a full council meeting on Wednesday, September 25.

Councillors have urged residents to let their representatives know their feelings on the plans before the meeting, but another motion set to be discussed at the same meeting has called for a full consultation on the issue.

It has been put forward by Cllr Liz Alstrom and Cllr Desna Allen and argued that, while free parking could increase town centre footfall, it must be implemented via a suitable approach.

“The introduction of a one-hour free parking initiative could positively impact local businesses, encourage footfall, and ease parking concerns for short-term visits.

“However, it is essential that the voices of the community are heard to determine the most suitable approach for implementing such a scheme, taking into consideration financial, environmental, and logistical factors.”

The councillors believe a public consultation will be the most effective way of deciding whether free parking is supported in Chippenham.

Their motion added: “A public consultation ensures that decisions affecting parking in Chippenham are made with comprehensive input from those who will be most impacted.

“Engaging the community will allow us to gauge public interest, consider diverse perspectives, and develop a solution that reflects the needs and priorities of residents and visitors alike.”

The pair have emphasised they want to gauge whether there is public support for this idea before voting either way.

Their motion suggests that one hour of free parking could be introduced at an annual cost of £40.28 for an average Band D household, or two hours for £48.94.

While it is believed this could boost footfall and help town centre businesses, many have reacted angrily to the idea of raising council tax for something not all residents will use.
