Wootton Bassett Mayor Audrey Wannell says the deaths of Bob and Debbie Fry and Jean Deansmore hwill cast a shadow over the town.
The town councillor has already been flooded with requests from residents to set up a support fund for both Rosie and George Fry who have lost their parents and for Roy Dinsmore who has been left to bring up his children Lydia and Alex as a lone parent.
But although Coun Wannell says the request has demonstrated the spirit of the community in the own she says it is still too early to be making firm plans about a fund.
She said: "The people of Wootton Bassett have shown just how much they care by putting this idea forward but we must see how the land lies before making firm plans.
"The one thing we must promise however is to rally round and support these two families when they return to the town.
"No one can begin to imagine what the future holds for the children left orphaned by this tragic event but we must remember to support them as they try and return to their lives here."
Coun Wannell and husband - and fellow councillor Chris - have backed ideas for a town book of condolence.
The couple say that comments and tributes in memory of the Frys and of Jean Dinsmore will be appreciated by the family at this time of distress.
Coun Wannell said: "I am sure both the children and Mr Dinsmore will take great comfort in knowing that we are thinking of them at such a horrific time and knowing how well thought of their loved ones are."
