Chippenham Town councillors have hit out at drivers who park their cars in London Road to walk into the town centre.
Several councillors are asking Wiltshire County Council what action can be taken.
Coun Robert Jones, of London Road, said: "The problem with parking on the road is now verging on the ridiculous.
"People have always parked here to walk into the town but now it seems more and more are coming each day. We don't have off-road parking and so rely on the spaces outside our own homes which are being taken by people who want to avoid paying to park in the town.
"As well as parking here, I am sure at least 80 per cent of cars that come along here at night are going well over the speed limit.
"When the council installed speed pipes across the road, I thought the problem would stop, but they soon removed them telling us only 18 per cent of drivers were exceeding the 30mph limit."
The councillors are asking the county to introduce a resident's only parking scheme.
District councillor John Scragg said: "I have received lots of requests from residents calling for more traffic calming measures and a way to sort out the parking.
"Many residents do not have garages or driveways and so depend on a spot outside their homes to park.
"I brought this to the attention of the county council at the beginning of the summer and am hoping to hear back shortly."
